śeṣe 'sva-sevana'-śakti, pṛthute 'pālana'
śeṣe—in Lord Śeṣa; sva-sevana śakti—the power to serve the Lord personally; pṛthute—in King Pṛthu; pālana—the power to rule; paraśurāme—in Paraśurāma; duṣṭa-nāśaka-vīrya—the extraordinary power to kill rogues and miscreants; sañcāraṇa—empowering.
"The Supreme Personality of Godhead invested the power of personal service to Lord Śeṣa, and He invested the power to rule the earth in King Pṛthu. Lord Paraśurāma received the power to kill rogues and miscreants.
