bahire asi' raja ajna-patra lekhaila
nija-rajye yata 'visayi', tahare pathaila
bahire asi'-coming outside; raja—the King; ajna-patra—letters of command; lekhaila—had written; nija-rajye—in his own kingdom; yata—all; visayi—government servants; tahare—unto them; pathaila—sent.
The King then went outside and had orders written down and sent to the government servants within his kingdom.
